SANA'A, Aug.27 (Saba)- Minister of Legal Affairs Rashad al-Rasas affirmed on Wednesday that the Presidential decision on the formation of the Supreme Committee of Elections and Referendum (SCER) took place at the beginning of the constitutional and legal dates to prepare for the coming parliamentary elections in 2009.
